Ukraine: Dialogue on “Social Reform and Court Decisions”

On 31 March, the Department for the Execution of Judgments participated (online) in discussions held within the framework of the Dialogue on "Social Reform and Court Decisions" organised by the Aspen Institute Kyiv.

The Dialogue was attended by judges of the Constitutional Court of Ukraine, of the Supreme Court, and of administrative courts, by representatives of the Ministry of Finance, the Ministry of Justice, the Ministry of Social Policy, and the Pension Fund of Ukraine, as well as by members of parliament, lawyers, human rights defenders, scholars, and representatives of civil society.

The participants exchanged views on the problem of non-execution of domestic court judgments, an issue followed by the Committee of Ministers in the framework of the Zhovner/Yuriy Ivanov/Burmych and Others group. In particular, the participants discussed the current state of enforcement of court decisions on social benefits and pensions, possible ways of legislative and institutional changes, and strategies for effective communication with society regarding the necessary changes in the field of social security.

The event took place with the support of the Council of Europe cooperation projects “Support to the functioning of justice in the war and post-war context in Ukraine” and “Enhanced social protection in Ukraine”, as well the EU Project “Pravo-Justice III”.
