On 16 May, the Department for the Execution of Judgments met with representatives of the International Legal Cooperation Department of the Office of the Prosecutor General of Ukraine.
During this meeting, the participants exchanged views on the progress made by the Ukrainian authorities as well as on further steps required as regards the execution of the European Court’s judgments, where the prosecutorial service is the main or one of the main stakeholders. These cases cover issues of prosecutorial independence (Lutsenko group), prevention of ill-treatment (Kaverzin/Afanasyev group) and conditions of detention (Sukachov group).
The visit allowed for in-depth bilateral exchanges on the mechanism of supervision of the execution of judgments, the Committee of Ministers’ relevant decisions, as well as best practices regarding the improvement of detention conditions, notably the creation of specialised detention facilities for persons subject to extradition procedures, and international cooperation with specialised authorities of other member states in cases of universal jurisdiction in criminal proceedings.
The visit was organised by the Co-operation Programmes Division of the Department for the Implementation of Human Rights, Justice and Legal Co-operation Standards of Directorate General I of the Council of Europe under the Project “Fostering Human Rights in the Criminal Justice System in Ukraine”, which is implemented under the Council of Europe Action Plan for Ukraine “Resilience, Recovery and Reconstruction” 2023-2026.
