Visit to Bulgaria on the execution of the European’s Court’s judgments at local level

On 25 June, the Department for the Execution of judgments participated in a first visit of a delegation of the Congress of Local and Regional Authorities aimed at supporting the execution of the European Court’s judgments by the Bulgarian authorities at local level.

The visit concerned the Yordanova and Others v. Bulgaria group of cases, which concerns interferences with the applicants’ right to respect for their home and their private and family life as a result of eviction or demolition orders issued and reviewed under a domestic legal framework which did not require any proportionality assessment

The delegation was headed by the Congress Standing Rapporteur on Human Rights, Gudrun Mosler-Törnström, who was accompanied by Professor Nikos Chlepas (Greece), Congress advisor on constitutional matters and member of the Group of Independent Experts on the European Charter of Local Self-Government, as well as by the Congress Secretariat and the Department for the Execution of Judgments.

The delegation held a political dialogue with the Minister of Justice of Bulgaria, Mariya Pavlova, and representatives of local authorities to discuss potential measures and a possible roadmap concerning the local authorities, which could contribute to the execution of these judgments.
