In 2012 the Croatian authorities established the Expert Council for the Execution of ECHR judgments as an inter-ministerial and inter-institutional expert body tasked with determining execution measures and monitoring their implementation.
The Expert Council is chaired by the Government Agent and is composed of experts representing all ministries and state administration bodies as well as the Constitutional Court, the Supreme Court and the State Attorney's Office. Representatives of other relevant stakeholders, including Ombudspersons, local and regional self-government together with NGOs and other experts may be involved in the work of this Expert Council.
During the Execution Department’s mission to Zagreb carried out early October, a meeting was held with the Expert Council members who shared their experiences in the context of the execution model established in Croatia and exchanged with the Execution Department which provided insights into the execution process and explored avenues for further enhancing cooperation activities with the Council of Europe.
