Since 1990, the CPT has visited over 100 social care establishments in various Council of Europe member States and has developed a detailed set of standards. They are described in a new factsheet, prepared by the CPT’s Secretariat.
The CPT is particularly concerned about the situation of residents of social care institutions who are formally regarded as voluntary, but in practice are not free to leave the institution. Such residents are therefore deprived of a number of important safeguards (described in the factsheet).
The main areas covered in the factsheet are:
- deinstitutionalisation of residents
- deprivation of liberty
- illtreatment by staff and violence among residents
- living conditions
- staff and care provided to residents
- means of restraint
- safeguards (placement and review procedures, guardianship, complaints and inspection procedures)
