In the course of the visit, the delegation examined the treatment and safeguards afforded to persons deprived of their liberty by the police and the treatment of persons in prison and their conditions of detention. Further, it assessed the situation of persons subjected to the measure of security detention and juveniles placed in an educational institution. Particular attention was paid to the measures taken by the authorities to implement recommendations made by the Committee after its previous visits.

During the visit, the delegation held consultations with Karel Dvořák, Deputy Minister of Justice, Josef Pavlovic, Deputy Minister of Health, Simon Michailidis, Director General of the Prison Service, David Fulka, Deputy Police President, as well as other senior officials from the Ministries and services concerned.

The delegation also met Vít Alexander Schorm, Deputy Public Defender of Rights (Deputy Ombudsperson), and Milan Svoboda, Head of the National Preventive Mechanism Department of the Public Defender’s Office (NPM). Further, meetings were held with representatives of the Prague Office of the United Nations High Commissioner for Refugees (UNHCR) and non‑governmental organisations active in areas of concern to the CPT.

At the end of the visit, the delegation presented its preliminary observations to the Czech authorities.

The delegation also went to Ostrava and Prague – Pankrác Remand Prisons in order to interview newly admitted remand prisoners who had recently been in police custody.
