In his report, the Secretary General’s Special Representative on migration and refugees, Ambassador Tomáš Boček, expressed concern that detailed plans have yet to be disclosed by the French authorities for the accommodation and care of all those in “the Calais Jungle”.
The report raises a number of serious concerns regarding the situation of children, and particularly unaccompanied ones, and calls on the Council of Europe to seek assurances from both the French and United Kingdom authorities that all pending dossiers for Dublin-Regulation or “Dubs” transfers of unaccompanied minors would be processed before the camp’s evacuation.
Ambassador Boček’s fact-finding mission to the Calais and Grande-Synthe camps took place on 12-13 September and was followed by trips to Paris and London on 21-23 September during which he discussed his preliminary conclusions with government officials, other competent authorities and IGO and NGO representatives.
