On 27 March, the Committee of Ministers’ Presidency of Liechtenstein, in collaboration with the Department for the Execution of Judgments, organised a High-Level Conference, “’Of Unsound Mind’: Convention-compliant approaches to the execution of judgments concerning involuntary detention and treatment on mental health grounds”, which took place in Strasbourg and was broadcast online.
The presentations and exchanges which followed outlined the relevant legal standards regarding rule of law safeguards and conditions in institutions. They exemplified through inspiring Convention-compliant practices how national authorities and stakeholders can approach legislative and policy-making processes and the implementation of the legal and policy frameworks and highlighted where the authorities can draw support from in order to make practical and effective the protection afforded by these standards.
