On 4 and 5 September, the Director of Human Rights and the Department for the Execution of Judgments carried out a mission to Baku. Fruitful exchanges were held with the Constitutional Court, the Supreme Court, the Ministry of Justice, the Ministry of Foreign Affairs, the Prosecutor General’s Office, the Office of the Ombudsperson, and the Government Agent’s Office at the Presidential Administration.
Discussions focused on the general and individual measures required for the implementation of several groups of cases examined under both standard and enhanced supervision. The authorities presented information on the measures taken or envisaged to execute the relevant ECHR judgments. They also provided detailed information on the recent amendments regarding the Law of the Judicial-Legal Council with a view to implementing the long-standing recommendations of the Group of States against Corruption (GRECO) on ensuring the independence of judiciary in Azerbaijan and to address the relevant recommendations of the Committee of Ministers (Mammadli group of cases).
The Department and the authorities both underlined the importance of continued co-operation and open dialogue to secure the implementation of European Court’s judgments.
