Назад Council of Europe anti-torture Committee (CPT) carries out a visit to Slovenia

The European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) carried out a periodic visit to Slovenia from 8 to 17 October 2024. It was the Committee’s sixth visit to the country.

The main objective of the visit was to examine the treatment and living conditions of persons held in prison and of residents living in a special social welfare establishment. Particular attention was paid to the measures taken by the authorities to implement recommendations made by the Committee after its previous visits.

In the course of the visit, the delegation held consultations with Andreja Katič, Minister of Justice, Milan Brglez, State Secretary of the Ministry of Justice, Bojan Majcen, Director of the Prison Administration, and Danijela Mrhar Prelić, Director of the Probation Service. It also had consultations with Simon Maljevac, Minister of Solidarity-Based Future, and Luka Omladič, State Secretary of the Ministry of Solidarity-Based Future, as well as other senior officials from the Ministries and services concerned.

Further, the delegation met Peter Svetina, Human Rights Ombudsman, and Ivan Šelih, Deputy Ombudsman and Head of the National Preventive Mechanism (NPM), and several non governmental organisations active in the field of the CPT’s mandate.

At the end of the visit, the delegation provided the Slovenian authorities with its preliminary observations.

The visit was carried out by the following CPT members:

They were supported by Petr Hnátík and Leila Zhdanova of the CPT Secretariat and assisted by an expert, Olivera Vulić, psychiatrist and prison health consultant.

 

The delegation visited the following places of deprivation of liberty:

Prisons 

  • Koper Prison
  • Ljubljana Prison

Social welfare establishments

  • Lukavci Special Social Welfare Establishment.
