A new notion of media?
The continuous evolution in the information society, the convergence of media and emergence of non-traditional actors raise new questions with regard to democracy and human rights. The first Conference of Ministers responsible for Media and New Communication Services will establish the work programme for the Council of Europe to tackle these developments in the coming years.
Participants will try to define what can be called media nowadays, explore how we can approach digital media and media-like activities, as well as the opportunities and risks posed to privacy, freedom of expression and information.
The Steering Committee on the Media and New Communication Services (CDMC) has already carried out comprehensive work on media concentration and pluralism, promotion of tolerance, new communication technologies, and the role of public service media. Given the latest technological advancements, the Reykjavik conference will further explore new media
strengths and weaknesses.
