- VALIDATING MIGRANTS’ SKILLS AND EXPERIENCE |

Introduction
The objective of this activity is
to provide policy-makers in the member states with advice on improving
their systems and those of employers and vocational training bodies for
identifying and validating migrants’ skills and experience (in
particular, those acquired without formal qualification).
The activity implements the Plan of Action of the 8th Council of Europe
Conference of European Ministers responsible for Migration (Kiev,
September 2008) which called on the Committee of Ministers to enhance
the contribution of migrants to their receiving and origin societies
through policies that recognise fully their skills and develop their
full potential.
Output: (i) Recommendation to member states, (ii) training
manual for service providers.
Terms of reference
An ad hoc advisory group MG-S-VC
has been established with the following tasks:

Prepare proposals for a draft recommendation of the
Committee of Ministers to member states on improving national systems
and procedures for identifying and validating migrants’ skills and
experience, including those of employers and vocational training bodies.
The draft recommendation should, in particular, concern skills acquired
without formal qualification and include detailed guidelines on the
practical application of its principles;

Prepare preliminary outline proposals for a
training manual for service providers responsible for validating
migrants’ skills and experience.
The ad-hoc advisory group is
composed of experts from Armenia, Belgium, France, Germany, Malta,
Russian Federation and Sweden. Two other experts have yet to be
nominated.
The following Council of Europe bodies are invited to participate in the
work of the ad hoc advisory group:
- Steering Committee for Education (CDED)
- Parliamentary Assembly of the Council of Europe (PACE)
- Congress of Local and Regional Authorities of the Council of Europe
- Council of Europe Development Bank (CEB)
The European Commission and the following organisations are also invited
to participate in its work:
- Organisation for Economic Co-operation and Development (OECD)
- Churches’ Commission for Migrants in Europe (CCME)
- International Catholic Migration Commission (ICMC)
- Business Europe
- European Trade Union Confederation (ETUC).
The terms of reference of the ad hoc advisory group expire on 30 June
2010.
