On 5 February, the Department for the Execution of Judgments participated in a workshop for National Preventive Mechanisms (NPMs) aimed at strengthening their role in the effective oversight of the situation of individuals in overcrowded prisons.
The workshop included over 80 participants, including representatives from NPMs, experts in criminal justice, and policymakers. Discussions focused on causes and effects of prison overcrowding and identifying practical solutions to address this pressing issue, including reforming penal policies and expanding alternatives to detention.
The Department presented the Committee of Ministers’ practice in the implementation of the European Court’ judgments related to overcrowding. It underlined the crucial role of national human rights institutions in this process, encouraging them to submit communications to the Committee of Ministers under Rule 9.2 of the Rules of the Committee of Ministers for the supervision of the execution of judgments and of the terms of friendly settlements.
The workshop was organised by the Department for the implementation of Human Rights, Justice and legal co-operation standards of the Council of Europe, within the framework the Project “Support to Council of Europe for EU network of prison monitoring bodies”, co-funded by the European Commission’s Directorate General for Justice and Consumers (DG Justice) and the Council of Europe.
