Back Romania: Government adopts national action plan on mental health care and disability rights

At its Human Rights meeting held on 11-13 June, the Committee of Ministers welcomed the recent adoption by the Romanian Government of a national action plan for the execution of the European Court’s judgments finding serious deficiencies in the mental health care system and regarding the treatment of persons with mental health conditions and/or intellectual disabilities.

The Committee commended the Romanian authorities’ approach to place the preparation of the action plan under the high-level co-ordination of the Prime Minister’s Office and to involve a broad range of stakeholders in this work. These included, alongside relevant authorities, the Ombudsperson and the National Council responsible for monitoring the implementation of the Convention on the Rights of Persons with Disabilities,, as well as relevant civil society and professional organisations.

These developments come in response to longstanding calls of the Committee for a strong and enduring commitment from decision-makers in Romania to bring about adequate and lasting solutions to these deficiencies which raise humanitarian concerns with regard to particularly vulnerable groups and have rule of law implications.

The action plan is to be implemented over the period 2024-2029.

The Committee will make a detailed assessment of the measures set out and follow-up the implementation of the action plan in the framework of its supervision of the execution of the relevant judgments from the European Court.
