Partnership for Good Governance (PGG): Promoting Democratic Governance
In the period 2015 - 2017, the Council of Europe implemented thematic activities in six countries - Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine - in the framework of a joint project with the European Commission.
The project main goal was to improve those countries’ domestic legislation and capacities in accordance with the Council of Europe and European Union standards by supporting the on-going processes of reform of local government.
Legal advice and capacity building
The Legal advice and capacity building consist in supporting the improvement of the legislative and institutional frameworks and in enhancing the capacities of the central and local authorities to deliver public administration reforms.
Inter-municipal co-operation (IMC)
Inter-municipal cooperation (IMC) is defined as when two or more municipalities agree to work together on any of the tasks assigned to them in order to gain mutual benefits and to enhance the effective provision of services to citizens.
Local Finance Benchmarking (LFB)
Local finance benchmarking (LFB) is a tool designed to measure and to contribute to improving local financial management and fiscal arrangements for local authorities.
