Evaluation of the Latvia justice system
Project's objective
To strengthen the independence, efficiency and quality of the Latvian judicial system through the application of the tools and methodology of the European Commission for the Efficiency of Justice (CEPEJ).
Expected results
The overall performance of the Latvian judicial system is assessed, in particular as regards its independence, efficiency and quality. Targeted recommendations for improvement are formulated in the assessment report and discussed with relevant authorities.
Main activities
Collection and analysis of qualitative and quantitative indicators on the functioning of the judicial system and on independence of the judiciary, based on relevant information submitted by the Latvian authorities and data available within the CEPEJ evaluation cycle.
Visits of a team of CEPEJ experts to present the tools and methodology developed by CEPEJ, discuss the data collected with the national authorities and meet court representatives and representatives of other institutions involved in order to get a better insight of the overall performance of the judicial system;
Developing of an overall assessment report including recommendations for further reforms and measures to strengthen the independence, efficiency and quality of the Latvian judicial system.
Translation, publication and dissemination of the CEPEJ assessment report.
Conference presenting the conclusions and recommendations of the report in Latvia in presence of the CEPEJ expert team etc.
Project beneficiaries and stakeholders
The main partner is the Court Administration of Latvia. The Ministry of Justice, the Supreme Court, the Council for the Judiciary and other justice sector stakeholders will be involved in the project.
The project is financed by Latvia, through funds coming from the European Social Fund.
