Back Meeting of the Ministers’ Deputies on 25 September 2024

At their 1508th meeting, on 25 September, the Ministers’ Deputies held a thematic discussion on abolition of the death penalty focused on the situation in Belarus, with the participation of: Alexander Shlyk, designated by the leader of the Belarusian democratic forces; Marharyta Vorykhava, President of the Belarusian National Youth Council RADA, Vice-President of the Youth Advisory Council of the Council of Europe; Sviatlana Halauneva, lawyer, “Viasna” Human Rights Center. The Deputies also conducted their six-monthly review of the situation on the abolition of the death penalty, in particular in all member States.
 
The Deputies also held an exchange of views with Ms Petra Roter, President of the Advisory Committee on the Framework Convention for the Protection of National Minorities, and took note of the Advisory Committee’s 14th activity report.
 
They adopted a Declaration of the Committee of Ministers on the World Summit on the Information Society (WSIS) +20 review and the extension of the mandate of the Internet Governance Forum (IGF), as prepared by the Steering Committee on Media and Information Society (CDMSI), and also took note of:
- a thematic report on early childhood education and a thematic review on the implementation of Recommendation CM/Rec(2010)5 - Right to the Highest Attainable Standard of Health and Access to Healthcare for LGBTI People in Europe, both prepared by the Steering Committee on Anti-Discrimination, Diversity and Inclusion (CDADI);
- a progress report on the study on the need for and feasibility of a further instrument or instruments in the field of human rights and the environment, prepared by the Steering Committee for Human Rights (CDDH).
 
In addition, the Deputies heard a communication by the Secretary General of the Parliamentary Assembly, Despina Chatzivassiliou-Tsovilis, on the preparation of the 4th part of the 2024 Session (Strasbourg, 30 September - 4 October 2024) and other Assembly activities.
