Support to capacities and internal procedures for the management of conflict of interest

As part of the joint EU/Council of Europe Project against Economic Crime (PECK III), significant support was provided in establishing a legal and operational framework for conflict of interest management in Kosovo. Building on this effort, the project organised a two-day workshop for officials of the Agency for Prevention of Corruption (APC) on 30-31 January 2025.

Organised at the request of the APC, the workshop aimed to support the agency in developing a Methodological Guide, outlining a step-by-step procedure for Agency staff and responsible officials in public administration to identify and manage conflict of interest effectively. 

Participants enhanced their understanding on international standards for conflict of interest management, strengthened skills to identify risks, detect red flags and implement effective solutions.

In addition, participants engaged in practical exchanges with a Council of Europe expert and group work focused on leveraging asset declarations as a tool for conflict of interest management, identifying high-risk positions, and developing strategies to assess, mitigate, and prioritise corruption risks.

The workshop also provided a platform to finalise the proposed Methodological Guide, which is expected to become an integral part of the APC’s procedures, reinforcing the agency’s efforts in ensuring transparency and accountability.

The activity was organised within the framework of the “Project against Economic Crime” (PECK III), jointly funded by the European Union and the Council of Europe and implemented by the latter.
