The Workshop gathered Council of Europe experts and Kyrgyz practitioners from a wide range of authorities, to discuss the Concept Paper on Corruption Proofing of Legislation developed by the SPCC-KY Project for Kyrgyzstan. The document proposes the structure and content of the corruption proofing framework and was elaborated based on international practices and in-depth consultations held with the local authorities in March 2017. In the drafting process, the existing provisions and tools were analyzed and possible options to improve the legal framework and enhance institutional capacities were considered.
During the workshop, the participants engaged in an active exchange of views, allowing to further clarify the details of the corruption proofing mechanism, such as addressing the situation of particular legal acts and defining the responsible bodies.
Following the conclusions of the workshop and on the basis of the proposals and recommendations of the revised Concept Paper, the authorities will commence the implementation of the corruption proofing system in Kyrgyzstan.
