Επιστροφή Romania: Committee of Ministers welcomes progress in reducing the length of proceedings and the availability of an effective compensatory remedy

At its Human Rights meeting on 17-19 September, the Committee of Ministers welcomed the significant progress achieved in reducing the length of judicial proceedings in Romania, as a result of the wide-ranging general measures adopted by the authorities, including new Codes of Civil and Criminal Procedure, in force since 2013 and 2014, respectively. Moreover, the Committee noted with satisfaction that the interested parties have at their disposal a compensatory remedy, which was found effective by the Court as of 22 March 2015 in the judgment of Brudan (final on 10 July 2018), and considered that no other measures are required as regards the issue of effective domestic remedies.

While noting this important progress, the Committee invited the authorities to continue closely to monitor the situation in order to adopt any additional corrective measures and to provide by 30 September 2026 detailed updated statistical data to enable an assessment of the consolidation of the progress achieved.

The outstanding questions concerning the length of civil and criminal proceedings will continue to be examined in the framework of the Vlad and Others group of cases, which the Committee decided to transfer to the standard supervision procedure.
