Empowering change: Armenian investigators trained to tackle domestic violence

On 14-15 June 2024, in Tsaghkadzor, Armenia an intensive two-day training took place aimed at equipping 24 investigators (11 women and 13 men) with skills to combat violence against women and domestic violence and prepare them for smooth implementation of recent amendments in field-regulating legislation.

Throughout the intensive training, investigators delved deep into fundamental gender principles and their impact on investigative practices. They explored international standards, including obligations of the state, in particular the stipulations under the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention), and analysed practical cases from the European Court of Human Rights. Best practices were shared to strengthen prosecution, ensuring effective criminal proceedings in cases of violence against women and domestic violence. A key highlight was the comprehensive review of amended national legislation, its alignment with international standards and emphasizing a victim-cantered approach. Participants also gained insights into the critical role of interagency collaboration and the involvement of NGOs and psychologists in supporting victims during criminal proceedings.

The expert-led sessions on best practices, amended legislation and victim-cantered methods have equipped me with the tools necessary to prepare for the implementation of the amended legislation” mentioned a participant investigator from Lori.

This initiative reflects the Council of Europe's commitment to strengthening the capacities of Armenian investigators, fostering a more just and supportive environment for victims of domestic violence and violence against women. The skills and knowledge gained from this training are expected to have a lasting impact on the participants' professional practices and contribute significantly to the fight against violence against women and domestic violence in Armenia and assist the investigators in smooth implementation of the amended legislation.

The training was organised in the framework of the Council of Europe project “Ending violence against women and promoting gender equality in Armenia” in partnership with the Investigative Committee of the RA.
