Reference texts of Fifth Evaluation Round
The list of reference texts includes relevant Council of Europe texts, other international standards and background documents and serves several purposes:
- the Council of Europe texts, in particular Resolution (97) 24 on the twenty guiding principles for the fight against corruption, set the basis for the Fifth Evaluation Round;
- this complete list of documents provides background information for GRECO evaluators and other persons involved in the evaluation procedure;
- where useful, the texts may be referred to in evaluation reports.
Among the standard-setting texts, Recommendation Rec (2001) 10 of the Committee of Ministers “The European Code of police ethics” is highlighted as being of particular relevance.
