In-service training - series of ToTs for SSU’s training institutions completed

In-service training is an essential requirement of modernity, however, in conditions of limited time and material resources during war, it is extremely difficult to ensure quality of this process. Despite this, the Security Service of Ukraine (SSU) continues to build modern training system for its staff with support of the Council of Europe.

In 2023-2024, Council of Europe handed over necessary equipment and software to the SSU National Academy to create in-service training online-portal for staff, developed its architecture, functional elements, and continues to provide expert technical support for its effective functioning. Simultaneously, efforts were focused on appropriate training of the trainers who will ensure development of educational content for the online-platform, preparation of relevant courses and implementation of distance learning. Accordingly, Council of Europe continues to provide complex material and expert support to staff professional development system of SSU.

On 12-13 September 2024, two-day training session in Kyiv concluded the series of ToTs for SSU training institutions. Participants are SSU trainers who will work with the online-platform. During this summer they, together with experts of the Council of Europe, mastered technical features of operation of educational platforms and distance learning. At the final two-day training, attention of Council of Europe experts and participants was focused on following structural elements:

  • Development and design of distance learning
  • - methodology and principles of distance learning:
  • - distance course planning according to the ADDIE model;
  • - formulation of final learning results;
  • - types of interaction during distance learning;
  • - design of distance course structure taking into account Kolb cycle and Bloom taxonomy;
  • - definition of purpose and target audience of course: technology of conducting in-depth interviews;
  • Methods and assessment of distance learning
  • - criteria for choosing distance learning methods, alternation of methods;
  • - interactivity and involvement of listeners;
  • - assessment of learning effectiveness and achievement of course goal;
  •  - learning through decision-making: online simulators, modeling situations;
  • Development of own distance course modules.

The support in this sphere is a part of the CoE Project “Strengthening Ukrainian Law Enforcement Agencies During War and Post-War Period”.
