Mandate

The Division on Migration and Refugees (DMR) was created at the Directorate General of Human Rights and Rule of Law (DG1on 1 February 2025 to follow-up on the action by the former Special Representative of the Secretary General on Migration and Refugees. Its mandate includes suggesting assistance and support to member states, particularly through the Network of Focal Points on Migration, seeking, collecting and analysing information on the human rights situation of migrants and refugees, as well as complementing and co-ordinating activities of other relevant Council of Europe bodies and our action with other international partners, notably the UNHCR, IOM, EU, and its specialised agencies, and other national, regional and international stakeholders, including civil society organisations. The DMR represents the Council of Europe in the UNHCR Nansen Refugee Award Selection Committee, as well as in the Consultative Forums of Frontex and of EUAA.

New online resources for professionals working with young refugees and asylum-seekers

The Partnership between the European Commission and the Council of Europe in the field of youth is currently finalising new resources for professionals working with young refugees and asylum-seekers. A youth knowledge book will reflect research on how to improve the work with young refugees. A practical guide for youth work with young refugees will focus on intercultural learning, access to social rights, young women refugees, youth participation, and mental health and trauma. Both resources will be accessible online after summer 2018.

Furthermore, in December 2018, a seminar entitled “BRIDGES TO NEW BEGINNINGS: Seminar on the role of the youth sector in supporting young refugees”, will be organised.

The Partnership between the European Commission and the Council of Europe in the field of youth has organised over the last 2 years a number of seminars and expert meetings, resulting in a thematic page “Rights, inclusion and participation of young refugees” related to the responses of the youth field in relation to young refugees. The page contains links to various resources, and also policy related work, notably a policy paper on the role of youth work in the integration of young refugees.
