A two-day seminar with this title is taking place in Zagreb, Croatia, to look at the phenomena of “brain drain” (the emigration of educated young people) and “brain gain” (the influx of qualified people who are either immigrating or returning home). It will also examine the possible role of the European Youth Card, which is aimed at boosting mobility.
The event brings together some 50 representatives of the Council of Europe member states, research institutions, international organisations, youth and civil society organisations. It is organised under the Croatian Chairmanship of the Committee of Ministers of the Council of Europe by the Partial Agreement on Youth Mobility through the Youth Card of the Council of Europe, the European Youth Card Association (EYCA) and its Croatian member organisation, as well as the Ministry for Demography, Family, Youth and Social Policy of the Republic of Croatia.
