Who are we?
States Parties to the Convention nominate as their representatives one or more experts of the highest rank possible in the field of the fight against doping. Any delegate to the Monitoring Group may participate in the work of one or more Advisory groups. The Monitoring Group can invite Observers to participate in the work of the Monitoring, Advisory or Ad hoc groups.
What do we do?
The Monitoring group monitors the application of the Anti-Doping Convention. The tasks of the Monitoring group are defined in the Article 11 of the Convention:
- keep the provisions of the Convention under review and examine any necessary modifications;
- approve the list of pharmacological classes of doping agents and doping methods, and the criteria for accreditation of laboratories;
- hold consultations with relevant sports organisations;
- make recommendations to the Parties concerning measures to be taken for the purposes of the Convention;
- recommend appropriate measures to keep relevant international organisations and the public informed about the activities undertaken within the framework of the Convention;
- make recommendations to the Committee of Ministers concerning non-member States of the Council of Europe to be invited to accede to the Convention;
- make any proposal for improving the effectiveness of the Convention.
The Monitoring group adopts its own Rules of Procedure (RoP). In order to discharge its functions, the Monitoring group may arrange for meetings of groups of experts. These expert groups function in accordance with the Rules of Procedure.

- T-DO ADRS: Ad Hoc Group of experts on anti-doping in recreational sport – Article 17 and specific Terms of reference.
- T-DO/CAHAMA Drafting Committee on gender equality in anti-doping (GECA) – Article 17 and specific Terms of reference.
- T-DO/WADA: Council of Europe/World Anti-Doping Agency (WADA) Compliance Monitoring Coordination Group - CoE/WADA Memorandum of Understanding.
How do we do it?
The preferred working method of the Monitoring Group are twice a year meetings in person (May and November) The Coordination Group, advisory groups and ad hoc groups alternate their meetings and hold them both virtually and in-person.
Advisory groups and ad hoc groups undertake specific tasks assigned to them by the Monitoring Group and report on the results at the Monitoring Group’s meetings.
The Chairs of Advisory and Ad hoc groups are elected by the Monitoring Group for a term of two years. The Chairs of the Advisory groups direct the work of their respective groups, convene their meetings, preside at them and report to the Monitoring Group.
