Framework programme 2020-23
The Framework Programme 2020-2023 aims to support the further development of youth policy in the Russian Federation, the co-operation between the Council of Europe and the Russian Federation in the field of youth policy and the participation of the Russian Federation in the Council of Europe youth sector work.
These aims will be pursued by creating favourable conditions for the direct involvement of young people, youth organisations and youth work specialists, as well as for the development of young people, their self-fulfilment and the forging of democratic citizenship.
The programme is jointly carried out by the Youth Department of the Council of Europe and the Ministry of Higher Education and Science of the Russian Federation, in close cooperation with the National Youth Council of Russia.
