The first Working Group meeting on the National Execution Strategy and Action Plan for the Execution of Judgments and Decisions of the European Court of Human Rights by the Republic of Azerbaijan was successfully concluded on 20th November 2023. The Working Group meeting was conducted in online format under the Project “Support for the Improvement of the Execution of the European Court Judgments by Azerbaijan” with the participation of the project partner representatives , namely the Administration of the President of the Republic of Azerbaijan, Department of Law Enforcement Bodies, Division of Human Rights Protection; the Parliament of Azerbaijan (Milli Majlis); the Constitutional Court; the Supreme Court; the Commissioner for Human Rights (Ombudsman); the Prosecutor General’s Office; the Ministry of Justice; the Center for Legal Examination and Legislative Initiatives; the Institute of Law and Human Rights; the Azerbaijani Bar Association and The Department for the Execution of Judgments of the European Court of Human Rights.
The agenda of the meeting encompassed a comprehensive discussion on the Draft National Execution Strategy and Action Plan, led by Council of Europe consultants from the Council of Europe. The discussions were focused on establishing an effective legislative framework, improving coordination in execution processes, resolving backlogs of cases, enhancing domestic monitoring by the Milli Majlis as well as Commissioner for Human Rights of Azerbaijan, and ensuring adequate training for all stakeholders involved in the execution.
The meeting marked a significant step towards to improve the national application of the human rights standards as defined by the ECHR and the case law of the ECtHR and, in particular, to improve the execution of the judgments, friendly settlements and unilateral declarations of the ECtHR, i.e., judgments and decisions of the ECtHR.
The upcoming Working Group Meeting on National Execution Strategy for European Court Judgments in Azerbaijan to be held at the end of 2023.
The meeting was organized within the Council of Europe Project on “Support for the improvement of the execution of the European Court judgments by Azerbaijan”.
