Le 26 janvier 2023, Patrick Penninckx, Chef du Service de la Société de l'Information du Conseil de l'Europe, a effectué une mission à Paris pour promouvoir les dernières politiques du Conseil de l'Europe dans le domaine de la liberté des médias et de la liberté d'expression. Il a participé à une conférence sur l'Action européenne pour la liberté de la presse et la lutte contre la désinformation, organisée par la Secrétaire d'Etat à l'Europe, Mme Boone, dans le cadre d'une série de rencontres sur l'Etat de droit. S'adressant aux participants d'un panel sur la "Régulation de la désinformation", Patrick Penninckx a présenté les principales réponses réglementaires du Conseil de l'Europe à la désinformation, telles que l'inclusion de mesures de lutte contre la désinformation dans les cadres juridiques afin de fournir une base d'action fondée sur l'état de droit ; les mesures visant à assurer la conformité des plateformes avec les normes des droits de l'homme ; le soutien au journalisme de qualité et l'accès aux informations officielles ; la responsabilisation des utilisateurs et l'éducation aux médias et à l'information.
Lors de sa rencontre bilatérale avec Mme Boone, le fonctionnaire du Conseil de l'Europe a présenté les nouveaux standards et instruments politiques sur la liberté des médias et a discuté de la préparation de la Campagne pour la protection des journalistes qui sera lancée à Riga, en Lettonie, en octobre. Il a également échangé avec la directrice de la Maison des Journalistes, Mme Darline Cothière, sur l'état de la liberté des médias en Europe et les efforts multilatéraux pour la renforcer.
