The Secretariat, headed by an Executive Director, under the responsibility of the Secretary General of the Council of Europe, ensures the administration of the Fund.

The Secretariat prepares the meetings of the Board of Management and the Executive Committee and is responsible for implementing the decisions taken by these bodies.  It maintains contacts with film industry professionals and is tasked with assessing the eligibility of applications for funding as well as ensuring the follow-up of support agreements and repayments of support where appropriate. The Secretariat also implements and follows-up on the promotional and other initiatives decided upon by the Board of Management.
